Preheat oven to 350°F (180°C).

Combine mincemeat and orange rind; set aside.

Combine ROGERS LARGE FLAKE OATS, ROGERS NO ADDITIVE/ALL PURPOSE FLOUR, brown sugar, salt, baking powder, and baking soda. Cut in butter until mixture resembles coarse crumbs.

Pat two-thirds of the crumb mixture into a 9" X 9" (2 L) cake pan. Spread mincemeat filling over this, then gently press remaining crumb mixture evenly over the top.

Bake for 30 - 35 minutes or until lightly browned.
