Combine dates, water, orange rind, and juice in a saucepan. Simmer, stirring occasionally, until dates are soft. Set aside to cool completely.

Preheat oven to 350°F (180°C).

Combine ROGERS LARGE FLAKE OATS, brown sugar, ROGERS NO ADDITVE/ALL PURPOSE FLOUR, baking powder, baking soda, and salt. Cut in butter until mixture resembles coarse crumbs.

Pat two-thirds of the crumb mixture into a 9" x 9" (2 L) cake pan. Spread date filling over this, then gently press remaining crumb mixture evenly over top.

Bake 30 - 35 minutes or until lightly browned.
